Translation
[- - -] inborn [nobility of character and] goo[dness of] soul [as though a] ci[tizen from] birth; [for which reasons,] the Council [and the People] shall deem it good to praise], first of all, on account of these, Pa[- - -, and grant] him [citizenship] on the grounds of proxeny, [the right of sailing in and] sailing out of the harbour in peace time and [in war time, without a threat of confiscation and without a formal treaty,] for him and his go[ods, as well as a share in all the things shared by the] residents - - -.
