Translation
[- - - the Coun[cil and the Pe]ople shall deem it good: [to praise], because of these, L(ucius) [Cor]nelius Po[---]anos, citizen of Sinope, and grant him citizenship [on the grounds of proxeny], the right of sailing in and [out of the harbour] in the time of peace and [in the time of war] without a threat of confiscation and without [formal treaty], [for him, his descendants and his goo]d[s - - -].
